We decided to go with JIRA with Greenhopper and have found great results. It is an extremely affordable solution and does more than is necessary to enable teams to get things done.

It also provides effective metrics/KPI’s and processes for measuring and tracking the performance of Scrum teams.

Our Project Managers are going through training for Certified Scrum Master (CSM), thereby taking Plenar to the next level of excellence.
